The governing body of the City of Littlefield met at 6 p.m. Tuesday, Nov. 22, 2022 at the City Council Chambers.
Members present were Mayor Eric Turpen, District 2 Council member Michael Rangel and District 4 Council Member and Mayor Pro tempore Kenny Rucker.
Members absent were District 1 Council Member Eric Saenz and District 3 Council Member Buddy Holmes.
Others present were City Manager Mitch Grant, City Secretary Janine Butler, Treasurer Andrew Eisenwine, nine staff members and three audience members.
Mayor Eric Turpen called the meeting to order at 6 p.m.
Mayor Pro tempore Kenny Rucker led the invocation and Mayor Turpen led the Pledge of Allegiance.
No one spoke for public comment.
The next item on the agenda was the Introduction of New City Employees.
Chief Hester introduced new officers Christopher King and Steve DeKraker. Lance Parker has two new employees, who were not present, Matthew Rodriguez and Kailys Barron.
Item number six on the agenda was to consider and approve the minutes from the previous meeting, which took place Tuesday, Oct. 25, 2022.
A motion was made by Mayor Pro tempore Kenny Rucker to approve the minutes. The motion was seconded by Council Member Michael Rangel. The motion carried.
The next item on the agenda was to consider and approve the Monthly Departmental Reports: Police Dept.; Fire Dept.; EMS; Code Enforcement; Animal Control; Landfill; Water/Wastewater; Streets and Parks; Municipal Court; Monthly Finance Reports; Sales Tax Collection; Property Tax Collection reports; LEDC A and B minutes, if Boards met.
Council Member Michael Rangel made the motion to approve the monthly reports, which was seconded by Mayor Pro tempore Kenny Rucker. The motion carried.
Item number eight on the agenda was to consider and approve the October Expenses.
A motion was made by Council Member Michael Rangel to approve the expenses, which was seconded by Mayor Pro tempore Kenny Rucker. The motion carried.
The next item on the agenda was to consider and approve All Ways Towing Expenses.

Item number 10 on the agenda was to hold a Public Hearing: Regarding Request for Special Use-Allowing Greenhouse in SF2Single-Family Residential District 2.
Mayor Eric Turpen closed the regular session and opened the public hearing at 6:09 p.m. No one requested to speak. Mayor Turpen closed the public hearing and reopened the regular session at 6:10 p.m.
Item number 11 on the agenda was to consider and approve an Ordinance of the City Council of the City of Littlefield, Texas: Allowing a Special Use-Allowing Greenhouse in SF-2 Single Family Residential District 2, #12007 A2000 A Taylor, League 664, Tracts 9 & 9A Out of Labor 7, Acres 3.64, to City of Littlefield, Lamb County, Texas., Amending the Zoning Map, Providing for Severability; Providing for Repealer; Providing for Publication and Effective Date.
After some discussion regarding the Planning & Zoning Commission public hearing and open meeting held Friday, Nov. 11, 2022, Mayor Eric Turpen made the motion to approve the ordinance allowing a Special Use- Allowing Greenhouse in SF- 2 Single Family Residential District #2. Mayor Pro tempore Kenny Rucker made the second motion. The motion carried.
Item number 12 on the agenda was to consider and approve the Sale for Trust Properties in the City of Littlefield from Texas Communities Group: Parcel ID: 19819 (716 W. Second St.)
* Name: Alejandro Ojeda, TDI TDS, LLC, 514 Phelps Avenue, Littlefield, Texas. Bid amount: $1,200. Forfeited.
*Name: LAND4LESS LLC, PO Box 144100, PMB 154, Arecibo, PR 00614. Bid Amount: $888.
* Name: Johnny Williams, 712 W. Second St., Littlefield, Texas 79339. Bid Amount: $700.
City Manager Mitch Grant explained this property has three bids. The largest bid was forfeited. The second bidwas from a property company in Puerto Rico. The lowest bid was from a resident in the neighborhood. The motion to approve the lowest bid was made by Mayor Eric Turpen, which was seconded by Council Member Michael Rangel. The motion carried.
Item number 13 on the agenda was to consider and approve the Uses for RAMP and ARPA Grants for Airport Projects.
City Manager Mitch Grant explained the RAMP grant was a 50/ 50 match and suggested using for crack seal in the taxi way and runway. The ARPA grant was an offset and suggested using it for fuel at airport.
The motion to approve the RAMP grant for crack seal of taxi way and ARPA grant for airport fuel purchases was made by Council Member Michael Rangel. The second motion was made by Mayor Eric Turpen. The motion carried.
With there being no further business to discuss, Mayor Eric Turpen adjourned the meeting at 6:17 p.m.
