Littlefield’s City Council met in a special session at 12 noon Tuesday, Dec. 28, 2021, in the City Council Chambers, 525 Phelps Avenue, for the purpose of considering all matters and related incidents to the City of Littlefield.

Present for the session were Eric Turpen, Mayor; Eric Saenz, District 1; Michael Rangel, District 2; Buddy Holmes, District 3; Kenny Rucker, Mayor Pro Tempore, District 4; City Manager, Mitch Grant; City Secretary, Janine Butler; Treasurer, Andrew Eisenwine; along with three in the audience; and 4 staff members.

Mayor Eric Turpen called the meeting to order at 12 noon.

Mayor Pro tempore Kenny Rucker led the invocation, before the Pledge of Allegiance was led by Mayor Turpen.

No one requested to comment on any of the Agenda Items. Consider and Approve Directive Regarding Landfill Equipment Including Compactor and Scraper and Other Equipment.

Mayor Turpen moved this item regardfing Landfill Equipment, including Compactor and Scraper and other equipment, to after Item 6, but it is reported here.

City Manager Mitch Grant explained there are several items including: compactor, repair of scraper and other equipment. Representatives from Humdinger Equipment (Tana-NA) in Lubbock were present to explain their proposal.

After questions and discussions, Mayor Eric Turpen made the motion to purchase a new TANA E380 compactor with the upgrades as listed: the LED lights, fire suppression system, and the railings. The second motion was made by Council Member Michael Rangel, and the motion passed unanimously.

Mayor Eric Turpen made the motion to repair the current scraper at $42,681 and lease a machine to cover windblown trash area in the mean-time. After pits are dug by contractors, the track loader will be used for daily cover. Council Member Buddy Holmes made the second motion. The motion passed unanimously.

Compressor to clean equipment or purchase a larger screw compressor to be more efficient.

Consider and Approve Directive for Street Seal Coat Program.

City Manager Mitch Grant recommended the city continue using the Parkhill Street Seal Coat Program. Mayor Eric Turpen made the motion to approve staying in the Parkhill Street Seal Coat group and seal coat streets in the area North of Waylon Jennings Blvd, West of Phelps, to Delano and any unused material should cover highest priority streets. Mayor Pro tempore Kenny Rucker made the second motion, and the motion passed unanimously.
