Lfd. City Council holds regular meeting

The Littlefield City Council met in regular session on Tuesday, June 28th , at 6 p.m. in the City Council Chambers located at 525 Phelps Ave.

Mayor Eric Turpen called the meeting to order at 6 p.m. and Mayor Pro Tempore Kenny Rucker led the invocation. Mayor Turpen led the pledge.

Ben Warren requested to comment during the Public Comments portion of the meeting.

There were no new employees to introduce at this month’s meeting and the minutes from the May 24 th meeting were approved as read. Mayor pro tempore Rucker made the motion to approve the minutes and it was seconded by Council Member Michael Rangel. The motion carried.

Council Member Rangel also made a motion to approve departmental reports and it was seconded by Council Member Buddy Holmes. The motion carried.

Council Member Rangel approved May expenses and it was seconded by Mayor pro tempore Rucker. The motion passed with four ayes and one abstained (Buddy Holmes).

The Council discussed a request for special use permit for Littlefield Motel, 201 E. Marshall Howard Blvd., to open RB spots for daily and weekly traveling workers in the Area.

The planning and zoning made the recommendation to deny the request, but no public hearing and no action was taken at this time.

Mayor Turpen opened a public hearing at 6:13 p.m. regarding a proposed ordinance to make it unlawful to park a Vehicle, Recreational Vehicle, or Trailer in the front yard or side yard of any property upon any surface other than an improved parking surface in a residential zone, residential district or upon any lot primarily used as a residence.

Judge Tim walker had a question answered and the public hearing was closed and the regular meeting was reopened at 6:15 p.m.

An ordinance amending the City of Littlefield, Tx, Code of Ordinances Article 12.05, “Stopping, Standing and Parking,” by adding a Division two entitled “Parking on unpaved surfaces” declaring it a nuisance and declaring it unlawful to park a vehicle, recreational vehicle, or trailer on certain unpaved or unimproved surfaces; providing for a penalty not to exceed $500 for each offense; providing an effective date; providing a savings clause; providing a repealer and providing for publication.

Mayor pro tempore Rucker made the motion to approve the ordinance and it was seconded by Council Member Rangel. The motion carried.

The Council discussed directive regarding Food Trucks, Peddlers, Vendors and Solicitors regulations. There were discussions of sales tax, vendor permit, grease disposal, and what other cities were doing. Research will continue regarding ordinance changes.

Next, the Council discussed policies for Aquatic Center Operations. Mayor Turpen made a motion to amend policies to prohibit outside food and drink during the day, allow Thursday nights for various uses at the same price, allow swim lessons in mornings with lifeguards giving lessons $40 a week at no cost to the city for those employees. Council Member Holmes seconded the motion and the motion carried.

Council Member Rangel made a motion to approve the Texas Parks and Wildlife Dept Local Park Grant application for Laguna Park and it was seconded by Council Member Holmes. The motion carried.

The Council had one property to consider and approve sale for trust properties. The winner of the property was Mitchell Stinson with a bid amount of $7,000. The motion to approve the sale of trust properties was made by Council Member Rangel and seconded by Council Member Holmes. The motion carried.

A motion was made by Council Member Rangel to approve a resolution making application to the USDA for Police Communication Equipment and it was seconded by Council Member Eric Saenz. The motion carried.

Budget discussions included Site Pro Water, Seal Coat, Payroll, smaller motor grader for alleys, well for park and irrigation options, police vehicles, track loader hours, and possible additional above ground storage.

Mayor Turpen adjourned the meeting at 7:15 p.m.
