Consider and approve an ordinance of the City of Littlefield, Texas, adopting Amendment No. 5 to the original budget of the City of Littlefield, Texas, for the fiscal year 2020-2021, funding accounts in budget due to unforeseen situations; containing findings; providing for severability; and providing other details relating to the subject; and declare an emergency
10. Work Session: Preliminary Budget for Fiscal Year 2021-2022.
11. Public Hearing Regarding Approving the Budget for Fiscal Year 2021-2022.
12. Consider and approve an Ordinance Approving the Budget and 5-year Capital Improvement Plan for fiscal year beginning Oct. 1, 2021 and ending Sept. 30, 2022, and making appropriations for each department, project, account, and debt and declaring an emergency.
13. Consider and approve plans to Propose No-New-Revenue Tax Rate or Approve Plans to Increase Tax Revenue, and set Public Hearing and Adoption for Sept. 28, 2021, as prescribed by Tax Code §26.06, take a record vote.
14. A resolution of the City Council of the City of Littlefield, Texas, approving a negotiated settlement between the Executive Committee of Cities served by Atmos West Texas (“cities”) and Atmos Energy Corp., West Texas Division regarding the company’s 2021 rate review mechanism filing; declaring existing rates to be unreasonable; adopting tariffs that reflect rate adjustments consistent with the negotiated settlement; finding the rates to be set by the attached settlement tariffs to be just and reasonable and in the public interest; approving an attached exhibit establishing a benchmark for pensions and retiree medical benefits; approving an attached exhibit regarding amortization of regulatory liability; requiring the company to reimburse cities’ reasonable ratemaking expenses; determining that this resolution was passed in accordance with the requirements of the Texas Open Meetings Act; adopting a savings clause; declaring an effective date; and requiring delivery of this resolution to the company and the Cities’ Legal Counsel.
15. Consider and approve a resolution of the Littlefield City Council authorizing the filing of a grant application with the USDA Texas Community Facilities Direct Loan and Grant Program for a First Responder Police cruisers and authorizing the Mayor to act on behalf of the City of Littlefield in all matters related to the application; and pledging that if a grant is received, the City of Littlefield will comply with the grant requirements and commit funding for the purchase.
