NORTH SIDE OF CIRCULAR SEATING–Concrete has been poured around this covered seating circle, and more work is to be done there. The entrance to the seating is shown to the right. The storm water drainage release on the lower left, will remain open, with a cover over it. Weather water drainage comes from the south and east side of Phelps Avenue, and runs under the covered seating. This is the East Third Street and Phelps Avenue location.
