Lamb County Commissioners met Monday, July 26, 2021 in a 25-minute business session, before going into another budget work session with a Lamb County department head.
Judge James M. DeLoach opened the meeting with the pledges to the U.S. and Texas Flags, and the invocation, before asking anyone if they had a public comment on any of the agenda items.
There was no one who wanted to speak about any of the agenda items, but Rickie Redman stood and expressed her appreciation to everyone who offered condolences to her and her family, following the death of her father.
Consent Agenda not first
Judge DeLoach skipped down from the Consent Agenda Items, to Agenda Item 4, to discuss Lamb Healthcare Center operations.
Cindy Klein, chief executive officer of Lamb Healthcare Center, presented written reports to each of the commissioners, regarding the hospital’s operations.
She reported on the hospital’s and Clinic’s income and expenses, and that the hospital had a high census rate for a couple of days.
She reported that an architect has finished with its part of the hospital’s upcoming renovation projects, and that calls for sealed bidding has been done.
Judge DeLoach reminded that anything over $50,000 must have bids, which the hospital board must approve, before it is sent to the commissioners for approval.
Commissioners approved her report.
The Consent Agenda Items were then brought before the commissioners.
Minutes of the July 12 and July 19 meetings were approved for action.
There were no budget and salary amendments, and/or line-item transfers to be considered.
Bills presented by the County Auditor for payment, were:
$19,861.12 for Lamb County, and $677,734.29 the total for Lamb Healthcare Center, for a total of $697,595.41 of bills to be paid.
Payrolls presented by the Lamb County Treasurer included; $146.032.98 for Lamb County payroll ending on July 16, 2021; and $177,800.63 for Lamb Health-care Center payroll ending July 17, 2021.
The departmental reports that were included in the Commissioners’ packages, were considered.
The Consent Agenda items were approved unanimously, following the motions by Commissioners Lee Logan and Cory DeBerry.
Agenda 5, Commissioners voted to approve the Interlocal Agreement between Lamb County and the Office of the Regional Public Defender for Capital Cases.
Judge DeLoach explained that the agreement is basically the same as other years, and the agreement was approved by the Lamb County Attorney, before brought before the Commissioners. For Agenda 6, commissioners voted to approve the Interlocal Agreement with SPAG to continue its E911 Public Safety Answering Point Services.
For the next agenda, Littlefield Librarian Candy Seth, addressed the commissioners, explaining that the Library’s Advisory Board is short three members, and there is a need to appoint and reappoint members to the board.
She mentioned those to be appointed were: Grace Shea, Brenda Johnson, and Robert Nichols, and Laurel Anne as an alternate. Commissioners voted to appoint those that were recommended by Librarian Candy Seth.
For Agenda 8, Selena Sanchez, library clerk, discussed the adding of an additional program for Teenagers at the Lamb County Library in Littlefield.
She mentioned a “Children’s Story Hour” every Wednesday, (where older children help the younger children); “Teen Movie Nights” with snacks and refreshments; and “Teen Trivia Nights”, where Teens play live Trivia games. Prizes are to be offered each night following the games.
Commissioner Lee Logan made the motion and Cory DeBerry seconded the motion to approve the addition of a new program for Teenagers at the Lamb County Library. The vote was unanimous.
For Agenda 9, Lamb County Clerk Tonya Ritchie discussed the Pilot Upload Data and Images Document Pro, which can store 10 years of official public records, to make them available on line to the public.
Commissioners unanimously voted to approve the contract for the Pilot Upload Data and Images Document Pro, following the motion by Commissioner Kent Lewis and second by Commissioner Lee Logan.
There were no future agenda items mentioned, so a Budget Work Session began at 10:25 a.m., and the commissioners didn’t adjourn until later.
