City to develop additional Type 1 Landfill cell

The governing body of the City of Littlefield met at 12 noon Tuesday,July 6, 2021 in the City Council Chambers, 525 Phelps Avenue, to consider matters and related incidents to the City of Littlefield.

Council members present were: Eric Turpen, Mayor; Michael Rangel, District 2; Buddy Holmes, District 3; Kenny Rucker, and Mayor Pro tempore, District 4. Eric Saenz, District 1 (was absent)

Other city personnel present were: City Manager Mitch Grant; City Secretary Janine Butler; and City Treasurer Andrew Eisenwine.

Two city staff members were in the audience.

Call to order

Mayor Eric Turpen called the meeting to order at 12 noon, then led the invocation, and the Pledge of Allegiance to the U.S. Flag.

There was no one who requested to make a public comment on any of the agenda Items.

Consider approval of Allocation to Develop Additional Landfill Cell and Declare an Emergency Due to Heavy Rains.

City Manager Mitch Grant explained that both Type 1 landfill cells (household garbage requiring daily cover) are under 6-8 feet of water.

The daily trips to the Abernathy landfill with this garbage adds mileage on the city’s trucks and Waste Removers’ vehicles (which have been helping pick up Littlefield’s garbage).

City Manager Mitch Grant requested approval of allocation up to $110,000 for a new Type 1 cell at #23 location. He has received two bids so far, of $167,000 and $110,000, including engineering, surveying, fuel costs, etc., and asked to declare an emergency, due to heavy rains.

Mayor Turpen made the motion to allocate up to $110,000, and to declare an emergency for the new Type 1 landfill cell. Council Member Michael Rangel seconded the motion, and the motion passed unanimously.

Mayor Turpen adjourned the meeting at 12:10 p.m.
