A Special Joint Meeting of the Board of Managers of the Lamb County Hospital (Lamb Healthcare Center), and the Lamb County Commissioners Court, was conducted at 12 noon, Tuesday, May 18, 2021 in the Lamb Healthcare Center Atrium.
All members of the Lamb County Commissioners’ Court, and all members of the LHC Managers were present for the discussions.

Call to Order by Tony Barton, Board of Managers president.
Discuss operations of Lamb Healthcare Center (LHC) and LHC Board of Managers’ plan to use remainder of Care Act Funding.
Lengthy discussions and questions answered from many at the meeting, about the Coronavirus Aid, Relief, and Economic Security (CARES) ACT, was presented by Brent Fuller, of Discovery Healthcare, which took up a majority of the time for the joint meeting.
Fuller advised everyone that a lot of confusion is because “About the time we meet the rules, they change them.” The current deadline is June 30, and there was, and still is, some confusion about when the deadline really is. Judge James Mike DeLoach advised the managers that the Commissioners have been wanting answers on some of the questions for quite a while, and “We all need to make sure we’re all going in the same direction.”
“My job is to make sure things are done legally,” he said, and mentioned that the Managers must seek bids for some purchases. He offered help to get the right procedures going.
The board members must approve expenditures, before they are taken to the Commissioners Court for approval.
The Joint meeting adjourned at 1:50 p.m. Tuesday.
New Board member sworn in. Johnny Rosemond was immediately sworn in as a new member of the Board of Managers, by Judge Mike DeLoach, to fill a vacancy. .

Call to Order was made by President Tony Barton at 2 p.m. in the education room.
All of the members of the Board of Managers were present, along with the three staff members: Cindy Klein, CEO; Joan Williams, Administrative Assistant; and Stacie Styron, Director of Nursing.
Others were Nolan Greak, Attorney at Law; Brent Fuller, Discovery Healthcare; Joella Lovvorn, Lamb County Leader-News; Mike DeLoach, County Judge; and Cory DeBerry, Lamb County Commissioner.

Approval of Minutes from previous meetings:
April 20, 2021: After a review of the April 20 2021 minutes, Carla Synatschk made a motion to approve the minutes, seconded by Brenda Alcaraz, and motion passed unanimously.
April 30, 2021: After a review of the April 30, 2021 minutes, Cindy Muller made a motion to approve the minutes, seconded by Jeni D. Brunson, and the motion passed unanimously.
May 10, 2021: After a review of the May 10, 2021 minutes, Jeni D. Brunson made a motion, which was seconded by Booner Smith, to approve the minutes. The motion passed unanimously.
Consider and take appropriate action on rescinding motion to give the Sheriff’s Department up to $25,000 for COVID renovations.
Jeni D. Brunson made a motion not to rescind the $25,000 for the Sheriff’s Building renovations, if it is legal to do so, which was seconded by Steve Busby and the motion passed Unanimously.
Consider and take appropriate action on Springlake Building to do COVID testing and vaccines.
No action was taken.
Consider and take appropriate action on accepting sealed bids/quotes/exemptions for Springlake building.

Consider and take appropriate action on LHC Family Medicine renovation.

Discussion was held concerning the Lab and Medical Records renovations. Carla Synatschk made a motion to move forward on renovating the Lab and Medical Records, seconded by Steve Busby, and motion passed unanimously.
Consider and take appropriate action on Isolation Wing renovation.

Consider and take appropriate action on Surgery Flooring replacement.

Consider and take appropriate action on execusing absent board members.

Future Agenga Items:
Brent Fuller will prepare an Analysis for the board to determine if the Cares Act Funding has all been used for previous COVID operations. This will help the Managers to determine how much Cares Act Funding is available for future projects and COVID operations.
Letter from James M. DeLoach, Lamb County Judge, to the Lamb Healthcare Center Board of Managers, dated May 4, 2021, to discuss and consider appropriate action on the items set forth in such letter.
Discussion was held concerning the letter from Judge DeLoach that was written prior to the meetings today (Tuesday, May 18, 2021).
The judge stated the board members must approve paying the bills, and copies of the bills and a list must go to the County Auditor, and presented to the County Commissioners for approval.
The Commissioner’s Court also need a 1-year to 5-year plan from the hospital. Adjournment:
