The original payment factor for Emergency Commodity Assistance Program (ECAP) payments was set to 85% to ensure funding was not exceeded. As of Sept. 26, 2025, the payment factor has increased to 99%.
Any application that is already in approved status and received an initial payment will have an additional payment issued for the difference. Any application approved on or after Sept. 24, 2025, will have one payment issued using the 99% factor.
