Lfd. City Concil met Tuesday in regular session

The governing body of the City of Littlefield, Texas, met at 6 p.m. on Tuesday September 26th at the City Council Chambers, 525 Phelps Avenue, for the purpose of considering all matters and related incidents to the City of Littlefield.

Mayor Eric Turpen called the meeting to order at 6 p.m. and Mayor Pro tempore Kenny Rucker led the invocation, followed by the Pledge of Allegiance.

No one requested to comment during the public comment portion of the meeting and there were no new City employees to introduce.

Item six on the agenda was to consider and approve the minutes from the August 22nd Meeting.

Mayor Pro Tempore Rucker made the motion to approve the minutes and it was seconded by Council Member Eric Saenz. The motion carried.

The next order of business was to consider and approve monthly Departmental Reports: Police Dept.; Fire Dept.; EMS; Code Enforcement; Animal Control; Landfill; Water/Wastewater; Streets and Parks; Municipal Court; Aquatic Center; Monthly Financial Reports; Sales Tax Collection; Property Tax Collection reports; LEDC A and B minutes, if Boards met.

Council Member Michael Rangel made the motion to approve the monthly reports and it was seconded by Mayor Pro Tempore Rucker. The motion carried.

Item eight on the agenda was to consider and approve August expenses.

Mayor Pro Tempore Rucker made the motion to approve the August expenses and it was seconded by Mayor Turpen. The motion carried.

Item nine was to consider and approve All-Ways Towing expenses.

Council Member Rangel made the motion to approve the All-Ways Towing expenses and it was seconded by Council Member Saenz. The motion carried.

The next order of busines was to consider and approve appointment of Municipal Court Judge.

Mayor Turpen moved this item to the last of meeting.

Mayor Turpen closed the regular session at 6:25 p.m. and opened an executive session per Texas Government Code 551.074. Mayor Turpen closed the executive session and reopened the regular session at 6:35p.m.

Mayor Turpen made the motion to reappoint the Leslie Perkins as Municipal Court Judge and it was seconded by Mayor Pro Tempore Rucker. The motion carried.

Public Hearing: Conduct Public Hearing regarding proposed tax rate for the 2023 tax year that will raise more total property taxes than last year’s budget by $94,027 and of that amount $10,940 is tax revenue to be raised from new property added to the tax roll this year in both the 2022 tax year and the 2023 tax year, as prescribed by Tax Code §26.06.

Mayor Turpen opened the public hearing at 6:05 p.m. No on requested to speak. Mayor Turpen closed the public hearing at 6:06 p.m.

Item 12 on the agenda was to consider and approve an ordinance levying taxes for the use and support of the Municipal Government, The Maintenance And Operations, Debt Of The City Of Littlefield, Texas and Providing For The Interest and sinking fund for the fiscal year 2023-2024; Appropriating Said Levy For The Specific Purpose, Providing For The Time And Manner Of Paying The Ad Valorem Taxes Levied, Providing For Publication By Caption Only; And Providing For An Effective Date.

Mayor Turpen made the motion to approve the ordinance to levy tax rate of $0.5514 for Maintenance and Operations and $0.0741 for Debt for total of $0.6255. The motion was seconded by Mayor Pro Tempore Rucker. The motion carried.

Item 13 on the agenda was to consider and approve contract renewal for Municipal Advisory Services.

Council Member Rangel made the motion to approve the contract renewal and it was seconded by Mayor Turpen. The motion carried.

Item 14 on the agenda was to consider and approve AN ORDINANCE OF THE CITY OF LITTLEFIELD, TEXAS, REPEALING ARTICLE 8.02, DIVISION 2 OF THE CODE OF ORDINANCES, CURFEW; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

Mayor Turpen made the motion to approve the ordinance and it was seconded by Mayor Pro Tempore Rucker. The motion carried.

The next item on the agenda was to consider and approve An Ordinance of the City of Littlefield, Texas, Amending Article 4.02 Alcoholic Beverages, Article 4.08 Mobile Food Units and Article 6.03 Food Service Establishments, of the Code of Ordinances; Providing a Savings Clause; Providing a Severability Clause; and Providing an Effective Date.

Council Member Rangel made the motion to approve this ordinance and it was seconded by Council Member Saenz. The motion carried.

Item 16 on the agenda was to consider and approve Encroachment Agreement for Gebo’s Fence Crossing Utility Easement Behind LFD Plaza.

Mayor Turpen made the motion to approve the Encroach Agreement and it was seconded by Mayor Pro Tempore Rucker. The motion carried.

The next order of business was to consider and approve Purchase or Donation of Restroom Building and Horseshoe Pits from Fannie Mae Horseshoe Club.

The motion to authorize the purchase for $1 or donation with no additional janitorial duties for city employees was made by Mayor Turpen and seconded by Mayor Pro Tempore Rucker. The motion carried.

With no further business to discuss, Mayor Turpen adjourned the meeting at 6:38 p.m.
