The Commissioner’s Court of Lamb County met in regular session on Monday, Jan. 8th, at the Lamb County Court House in Littlefield.
Lamn County Judge James DeLoach called the meeting to order at 10 a.m. and there was nobody present to comment during the public comment portion of the meeting.
Item three on the agenda was the Consent agenda items; (a) Consider and take appropriate action on minutes from previous meeting( s); Judge DeLoach sid that there was one set of minutes from the Regular Meeting, December 27, 2023, and they appeared to be in order.
(b) Consider and take appropriate action on budget and salary amendments and/or line item transfers; Gina Jones presented one budget adjustment.
(c) Consider and take appropriate action on bills presented by the County Auditor; Jones presented bills in the amount of $780,497.20.
(d) Consider and take appropriate action on payroll; Jerry Yarbrough requested that payroll be approved for Lamb County ending on Dec. 29, 2023, in the amount of $161,542.17, and for LHC ending on Dec. 30, 2023, in the amount of $210,984.74.
(e) Consider and take appropriate action on departmental reports; None (f) Consider and take appropriate action on Tax Deed 17592; “This is a property located at 101 greyfield street in Littlefield. There is a house on the lot; the bid on it is $750. It is my recommendation that this be approved,” Judge DeLoach said.
The motion was made by Commissioner Cory DeBerry and seconded by Commissioner Danny Short to approve the consent agenda items. The motion carried.
The next order of business was to consider and take appropriate action on Lease Purchase of a motor grader for Precinct 4.
“I’m looking to purchase a new motor grader, and Danny is going to be purchasing the one I’m trading in,” Commissioner Lee Logan said.
The motion was made by Commissioner Logan and seconded by Commissioner Short to approve lease purchase of a motor grader for Precinct 4. The motion carried.
Item five on the agenda was to consider and take appropriate action on Policy revisions for Public Assistance.
“Whenever I took over Gina’s spot, there really wasn’t anything in place, we just kind of had to wing it, so we’ve come up with some guidelines for public assistance,” Cynthia Bussey said. “This is going to be posted on the website, and it is just some reccomendations and some information that I need in order to make my decision on whether or not we will pay the utility bill or not.”
She added, “It just covers us if somebody were to want to appeal, we can tell them that these are the guidelines that we follow. In the middle of this month, they send out new property guidelines on the income-based stuff, so once I get those, we will post them on the website as well.”
The motion was made by Commissioner Logan and seconded by Commissioner Short to approve action on Policy revisions for Public Assistance. The motion carried.
The next item on the agenda was to consider and take appropriate action on Judge and Poll workers, Early Voting Ballot Board workers and Central Counting Station Workers for 3/ 5/2024 Primary Election.
The motion was made by Commissioner DeBerry and seconded by Commissioner Kent Lewis to approve the Judge and Poll workers, Early Voting Ballot Board workers and Central Counting Station Workers for 3/ 5/2024 Primary Election. The motion carried.
Item seven on the agenda was to consider and take appropriate action on Racial Profiling to be Submitted by Sheriff Gary Maddox.
“This is the annual report that I do after January 1st and before March 1st, we have it ready so I am presenting it to you all,” Sheriff Maddox said. “ Since January 1, 2022, Lamb County Sheriff’s Office in accordance with Racial Profiling Law has been collecting police data for the purpose of identifying and responding if necessary to concerns on racial profiling practices. This report covers Jan. 1, 2023, through the last day of December 2023.”
He added, “During last year, we received no complaints of racial profiling, also included is a copy of the video policy that we have to have and there is a signed statement from Craig, who does the monitoring of the videos to make sure there is nothing that he sees that is concerning.”
The motion was made by Commissioner Logan and seconded by Commissioner Lewis to approve the Racial Profiling to be Submitted by Sheriff G. Maddox. The motion carried.
Item eight on the agenda was to consider and take appropriate action on Joint Resolution and Statistical info Joint Primary Election services and contracts for Republicans and Democrats and Notice of Primary Election.
The motion was made by Commissioner Short and seconded by Commissioner Lewis to approve the Joint Resolution and Statistical info Joint Primary Election services and contracts for Republicans and Democrats and Notice of Primary Election. The motion carried.
Next on the agenda was to discuss Lamb Healthcare Center operations.
Mike McNutt gave reports on Lamb Healthcare Center. Dylan Brown was also in attendance.
Future agenda items; Bryan Allcorn presented a design for a Lamb County Flag. Future agenda items were discussed.
With there being no further business to come before this Commissioners Court the motion was made by Commissioner Logan and seconded by Commissioner Short to adjourn. The motion carried and the meeting was adjourned at 10:39 a.m.
