Commissioners meet in regular session Monday

The County Commissioners Court met in regular session on Monday, July 25, 2022 at 9 a.m. at the Lamb County Courthouse.

Members present were County Judge James DeLoach, Commissioner Cory DeBerry, Commissioner Kent Lewis and Commissioner Lee Logan. The member absent was Commissioner Danny Short.

Judge DeLoach gave the invocation, led the United States and Texas pledges and called the meeting to order at 9:06 a.m.

No one spoke for public comment.

The Consent Agenda items include: Consider and take appropriate action on minutes from the previous meeting, which was held onMonday, July 18, 2022; Consider and take appropriate action on budget and salary amendments and/or line item transfers, as presented by Gina Jones; Consider and take appropriate action on bills presented by the County Auditor, Gina Jones; Consider and take appropriate action on payroll, as presented by Terra Hopper. There was one payrollfor Lamb County Payroll ending on Friday, July 15, 2022 in the amount of $151,059.93. There was one payroll for Lamb Healthcare Center Payroll ending on Saturday, July 16, 2022, in the amount of $181,133.85.

Consider and take appropriate action on departmental records, which there were none; Consider and take appropriateaction on Tax Deed R20565.

A motion was made by Commissioner Lee Logan to approve the consent agenda items. The motion was seconded by Commissioner Cory DeBerry. The motion carried.

Item number four on the agenda was to consider and take appropriate action on approval of Poll workers, Judges, Early Voting Ballet Board and Central Counting Stations for Tuesday, Nov. 8, 2022 General Election. A motion was made by Commissioner Cory DeBerry to approve Poll workers, Judges, Early Voting Ballet Board and Central Counting Stations. The motion was seconded by Commissioner Lee Logan. The motion carried.

The next item on the agenda was to discuss Lamb Healthcare Center operations. LHC CEO Cindy Klein-Pope came in at 10 a.m. and presented the Lamb Healthcare Center operations, including salary increases, auditors payment, SleepTek and new construction reports.

Klein-Pope reported the LHC revenue is down, because of SleepTek and COVID-19 patients. Revenue for LHC is also down, due to SleepTek and COVID. Salaries increased over the prior year. Auditor payments are over. There was a price increase for lab and general and medical supplies. Pharmacy is down, due to there not being as many COVID medications. Purchase services are down, because of SleepTek. Equipment rentals are also down. Repair and maintenance is down because LHC recently purchased new equipment. Hospital insurance has increased. The total operating expenses is under from last year.

Klein-Pope also reported the construction for the negative pressure room and new medical records is coming along. The state will come in to inspect the projects at 20 percent, 80 percent and 100 percent completion. They have also started the expansion for the lab.

Item number six on the agenda was to discuss future agenda items. The District Clerk and County Clerk discussed Archive Plans for 2022-2023.

The next item on the agenda was to discuss the Budget Work Session. Judge DeLoach asked Commissioners to start thinking about the counties salaries. Gina Jones, Lamb County Auditor,stated the County Retirement Plan should remain the same as the current plan. Certified Values should be received on Monday, July 25, 2022.

Special Funds were discussed individually. Revenue numbers are not ready yet. Judge DeLoach started over with elected official’s budget discussing any changes or questions with departmental heads. Judge DeLoach discussed a new position for a clerk to work with TCCC Civil Cases from beginning to end. The Commissioners were encouraged to look over the Sheriff’s/Jail budget, as it is the largest one in the county.

With there being no further business to come before the Commissioners Court, a motion was made by Commissioner Lee Logan to adjourn. The motion was seconded by Commissioner Kent Lewis. The motion carried. The court adjourned at 10:33 a.m.
