The Littlefield City Council met in regular session on Tuesday, Feb. 28th for the purpose of considering all matters and related incidents to the City of Littlefield.
Mayor Eric Turpen called the meeting to order at 6 p.m. and he gave the invocation, as well as led the Pledge of Allegiance.
There was no one present for Public Comment and there were no new City Employees to present.
The Council approved the Minutes from the Jan. 24th meeting as presented. The motion to approve the minutes was made by Council Member Michael Rangel and seconded by Council Member Buddy Holmes. The motion passed unanimously.
The next item on the agenda was to consider and approve monthly departmental reports: Police Dept.; Fire Dept.; EMS; Code Enforcement; Animal Control; Landfill; Water/Wastewater; Streets and Parks; Municipal Court; Monthly Financial Reports; Sales Tax Collection; Property Tax Collection reports; LEDC A and B minutes, if Boards met.
Mayor Pro tempore Kenny Rucker made the motion to approve the monthly reports and it was seconded by Councilmember Holmes. The motion passed unanimously.
The next item of business was to consider and approve January expenses.
Council member Rangel made the motion to approve the January expenses and it was seconded by Council Member Holmes. The motion passed unanimously.
Next the Council considered and approved All-Ways Towing Expenses.
Council Member Eric Saenz made the motion to approve the All-Ways Towing expenses and it was seconded by Council Member Rangel. The motion passed unanimously with Council Member Holmes abstained.
Littlefield Police Chief Ross Hester gave the Annual Police Report including the State required Racial Profiling Report.
The next item on the agenda was to consider and approve a Resolution by the City of Littlefield, Texas (“City”) Suspending Southwestern Public Service Comanpy’s Proposed Rates Increase Request in Connection with its Statement of Intent Submitted on about February 8, 2023; Authorizing the City’s Continued Participation with other Cities in the Alliance of Xcel Municipalities (AXM) and Participation in Related Rate Proceedings; Authorizing the Hiring of Attorneys and Consultants; Requiring Reimbursement of Reasonable Legal and Consultant Expenses; Finding that the Meeting Complies with the Open Meetings Act; Making other findings and provisions Related to the Subject.
The motion to approve the resolution suspending rate increase request was made by Mayor pro tempore Rucker and seconded by Council member Rangel. The motion passed unanimously.
Next, the Council considered and approved the reappointment of two Planning and Zoning Directors.
The motion was made by Council member Rangel to approve the reappointment of Ray Vargas and Johnny Rosemond and it was seconded by Council member Holmes. The motion passed unanimously.
The Council also considered and approved the appointment of two Planning and Zoning Alternate Directors.
Mayor Turpen made the motion to approve the nomination of Neal Lorenz and Kevin Thompson and it was seconded by Council member Rangel. The motion passed unanimously.
A motion was made by Council member Rangel to approve the reappointment of LEDC Type B Directors Lottie Spencer and Retha Williams. The motion was seconded by Mayor pro tempore Rucker. The motion passed unanimously.
A motion was made by Mayor Turpen to approve the nomination of Neal Lorenz for Board of Adjustment Alternate Director Neal Lorenz and it was seconded by Council Member Rangel. The motion passed unanimously.
Next, the Council discussed a Resolution of the City Council of Littlefield, Texas, authorizing the Submission of a Texas Community Development Block Grant Program application to the Texas Department of Agriculture for the Community Development Fund.
The motion was made by Mayor pro Tempore Rucker to approve the resolution authorizing the application for TxCDBG program and it was seconded by Council member Rangel. The motion passed unanimously.
The next item of business was an ordinance of the city council of the City of Littlefield, Texas, designating a “No Parking Zone” Area on Both sides of the South Phelps Avenue from Waylon Jennings Boulevard to US Highway 84 and making other findings relating thereto.
The motion was made by Mayor Turpen to approve the ordinance and it was seconded by Council member Rangel. The motion passed unanimously.
The last item of business was to consider and approve a joint election resolution and joint election agreement between City of Littlefield, Texas and Littlefield Independent School District.
The motion was made by Mayor pro tempore Rucker to approve the joint election resolution and joint election agreement and it was seconded by Concil member Saenz. The motion passed unanimously.
