City Council holds regular meeting May 27

The governing body of the City of Littlefield, Texas met at 6 p.m. on the May 27th at the City Council Chambers, for the purpose of considering all matters and related incidents to the City of Littlefield.

The meeting was called to order by Mayor Eric Turpen at 6 p.m. and the invocation was given by Mayor Pro Tempore Kenny Rucker. Mayor Turpen led the Pledge of Allegiance.

There was nobody present to speak during the public comment portion of the meeting and there were no new employees to introduce.

Item six on the agenda was to consider and approve the minutes from the April 22, 2025, Regular Meeting and May 6, 2025, Special Meeting. Council Member Michael Rangel made the motion to approve the minutes and it was seconded by Council Member Buddy Holmes. The motion passed with 5 ayes.

The next order of business was to consider and Approve Monthly Departmental Reports: Police Dept.; Fire Dept.; EMS; Code Enforcement; Animal Control; Landfill; Water/Wastewater; Streets and Parks; Municipal Court; Aquatic Center Report; Monthly Financial Reports; Quarterly Sales Tax Collection; Property Tax Collection reports; Quarterly Investment Report, LEDC A and B minutes, if Boards met.

Mayor pro tempore Rucker made the motion to approve the monthly reports and it was seconded by Council Member Holmes. The motion passed with 5 ayes.

The next item on the agenda was to consider and approve April 2025 Expenses.

Council Member Rangel made the motion to approve the April 2025 expenses and it was seconded by Mayor pro tempore Rucker. The motion passed with 5 ayes.

Item nine on the agenda was to consider and approve Demo and Clean Up agreement with Property Owners of 201 W. 3rd St.

City Manager Ray Resendez informed the council of the communication with the property owners. The owners stated that they would like to relinquish ownership of the property to the city.

The city would demo and remove all building debris from the property. The city would take all safety measures to ensure that no damage would be done to owners adjacent building. The City Attorneys would draw up a legal contract before work commenced.

Mayor Turpen made a motion to move forward in drawing up legal contract with owners and begin the clean up process. It was seconded by Council Member Holmes. The motion passed with 5 ayes.

The next order of business was to consider and approve the purchase of two vehicles for Code/ Landfill.

City Manager Resendez informed the Council of several of the fleet vehicles were in need of repair and were at end of lifetime expectancy.

The City Manager informed that he proposed purchasing two vehicles from EZ Autos in Littlefield. The cost for both vehicles combined would be $35,335.86.

Council Member Rangel made the motion to approve the purchase of the vehicles and it was seconded by Council Member Holmes. The motion passed with 5 ayes.

The next item on the agenda was a discussion and update on Parks Projects.

City Manager Resendez informed the council on the progress so far in the parks such as dead tree removals, grounds maintenance, and demo of substandard structures that could pose a hazard to our residents. The City Manager also informed the council of progress in the grant application.

If the city is awarded the grant the funds would be applied to the purchase of new benches, sidewalks, parking lot, and all improvement projects. No action was needed.

Item 12 on the agenda was to accept the resignation of Council Member Michael Rangel and Declare the Office of Council Member- District 2 vacant.

Mayor Turpen informed the council of the resignation letter from Council Member Rangel and thanked him for his 21 years of service to the community of Littlefield.

Mayor pro tempore Rucker made the motion to accept the resignation and it was seconded by Council Member Holmes. The motion passed with 5 ayes.

The next item on the agenda was to consider and approve the appointment of a person having the qualifications of an Elective Official of the City of the Office of Council Member-District 2 to Serve until the next regular city election.

Mayor Turpen asked if any council members had any nominations for the District 2 Council Member Appointment.

Mayor Turpen informed the council that Michael Rangel nominated Jason Rudy Ayala. Mayor Eric Turpen made the motion to approve the appointment of Jason Rudy Ayala to District 2 Council Member and it was seconded by Council Member Eric Saenz. The motion passed with 5 ayes.

City Secretary Otoniel Gonzalez, administered the oath to the new council member.

Item 14 on the agenda was to consider and approve the appointment of Mayor Pro Tempore. Mayor Turpen made motion to reappoint District 4 Council Member Kenny Rucker as Mayor Pro Tempore and it was seconded by Council Member Saenz. The motion passed with 5 ayes.

The next order of business was to consider and approve the appointment of Parks Committee Members.

City Manager Resendez updated the council on the nominees for the Parks Committee Members that were made by the Parks Committee at the Meeting held on May 15, 2025. Those nominees are Toni Montes, Jake Dewit, and Michael Rangel.

Council Member Jason Ayala made motion to appoint the nominees to the parks committee and it was seconded by Council Member Holmes. The motion passed with 5 ayes.

With there being no further business to discuss, Mayor Turpen declared the meeting adjourned at 6:28 p.m.
