The governing body of the City of Littlefield, Texas met at on August, 26th at the City Council Chambers, 525 Phelps Avenue, for the purpose of considering all matters and related incidents to the City of Littlefield.
Mayor Pro Temp Kenny Rucker, called the meeting to order at 6 p.m. and Council Member Eric Saenz led the invocation, before Mayor pro temp Rucker led the Pledge of Allegiance.
There was nobody present to speak during the public comments portion of the meeting.
New City Employees: Issac DeLafuente and Joe Don Sierra were introduced.
Item six on the agenda was to consider and approve minutes from the July 22, 2025, and August 12, 2025, Meetings.
Council Member Jason Ayala made the motion to approve the minutes and it was seconded by Council Member Saenz. The motion passed with four ayes and one absent.
The next order of business was to consider and approve Monthly Departmental Reports:” Police Dept.; Fire Dept.; EMS; Code Enforcement; Animal Control; Landfill; Water/ Wastewater; Streets and Parks; Municipal Court; Aquatic Center Report; Monthly Financial Reports; Quarterly Sales Tax Collection; Property Tax Collection reports; Quarterly Investment Report, LEDC A and B minutes, if Boards met.” Council Member Buddy Holmes made the motion to approve the monthly reports and it was seconded by Council Member Saenz. The motion passed with four ayes one absent.
Item eight on the agenda was to consider and approve July 2025 Expenses.
Council Member Holmes made the motion to approve the July 2025 expenses and it was seconded by Council Member Ayala. The motion passed with four ayes one absent.
The next order of business was a Public Hearing: Regarding Special Use-Request Approval of Zoning Change from C-1 Light Retail to Special Use SF-2 Single Family/Manufactured Home. Original Town Block 14, Lots 1,2 (R-19857) and Lot 3 (R-19858). Mayor Pro Temp Rucker opened the Public Hearing. There were public comments on this agenda item.
Item 10 on the agenda was to consider and approve Ordinance (2025-0826-2) recommending to City Council regarding Zoning Change from C-1 Light Retail to Special Use SF-2 Single Family/Manufactured Home. Original Town Block 14, Lots 1,2 (R-19857) and Lot 3 (R-19858). Code Enforcement Officer Maribel Fisher, addressed the council and summarized the application process for zoning change and stated that all required steps of a zoning change had been completed in a timely manner.
A planning and zoning board meeting was held and the committee has approved and is recommending the zoning change. Council Member Holmes made motion to approve the ordinance for zoning change and it was seconded by Council Member Ayala. The motion passed with four ayes one absent.
The next item on the agenda was a Parks Update.
City Manager Ray Resendez updated the council on the installation of new benches and picnic tables at the parks. The City Manager also informed council that plans are in process to continue the improvement of our parks. The addition of our new parks supervisor would insure that the parks improvements would remain a top priority for our community.
City Manager Resendez, also updated the council on plans for shades at the pool to be installed, which were approved by the parks committee to use funds from parks fund for the purchase of shades.
The next order of business was a Public Hearing for the Fiscal Year 2025-2026 Budget.
This Budget will Raise more total property taxes than last year’s budget by $74,082 and of that amount $6,098 is tax revenue to be raised from new property added to the tax roll this year.
There were no public comments.
Item 13 on the agenda was to consider and approve an Ordinance (2025-0826-1) Adopting 2025-2026 Fiscal Year Budget and 5-Year Capital Improvement Plan. Mayor Pro Temp Rucker, opened up the meeting for discussion or comments from the council.
The next order of business was to consider and propose a new Tax Rate of .6363.
Chief Appraisal Lisa Kloiber, summarized the proposed tax rate worksheet and answered any question from the council regarding the tax rate. A record vote was taken on the proposed tax rate and was as follows.
Mayor Pro Temp Rucker, aye. Council Member Saenz, aye. Council Member Ayala, aye. Council Member Holmes, aye. one absent.
The Council set the Public Hearing and Adoption of Tax Rate for September 23, 2025, at 6 p.m. as prescribed by tax code section 2606.
