The governing body of the City of Littlefield, Tx, met in regular session on Tuesday, Oct. 26 th , at 6 p.m. at the City Council Chambers, located at 525 Phelps Avenue in Littlefield.
Mayor Eric Turpen called the meeting to order at 6 p.m. as Council Member Eric Saenz led the Invocation and Mayor Turpen led the Pledge of Allegiance.
No one requested to comment during Public Comment and there were no new City Employees to introduce.
The minutes from the Sept. 28 th meeting were approved as read. The motion to approve the minutes was made by Mayor pro tempore Kenny Rucker and seconded by Council Member Buddy Holmes. The motion carried.
The motion to approve the Departmental Reports from Police Dept.; Fire Dept.; EMS; Code Enforcement; Animal Control; Landfill; Water/Wastewater; Streets and Parks; Municipal Court; Monthly Financial Reports; Sales Tax Collection; Property Tax Collection reports; LEDC A and B minutes, if Boards met, was made by Mayor pro tempore Rucker and seconded by Council Member Saenz. The motion carried.
The motion to approve the September Expenses was made by Council Member Holmes and seconded by Council Member Saenz. The motion carried.
The Council went over the Inter-local Fire Protection Agreement with Lamb County and the motion to approve the fire agreement was made by Mayor pro tempore Rucker and seconded by Council Member Holmes. The motion carried.
The Council also went over the Inter-local Agreement concerning Ambulance Service with Lamb County and the motion to approve the Inter-local Ambulance agreement was made by Council Member Holmes and seconded by Mayor pro tempore Rucker. The motion carried.
The motion to approve the 2022 Calendar was made by Council Member Holmes and seconded by Council Member Saenz. The motion carried.
Next, the Council discussed the Texas Dept of Transportation Airport Coronavirus Relief Grant Program Grant Agreement for 2021. The motion to accept the TxDot Airport Coronavirus Relief Grant Program Agreement was made by Council Member Holmes and seconded by Mayor pro tempore Rucker. The motion carried.
The Council dicussed an Ordinance of the City of Littlefield, Texas, adding “Administration-Section 1.02.006 Credit/Debit Card Processing Fees” as provided in section 1.02.006 of the Code of Ordinances of the City of Littlefield; containing a savings clause; repealing inconsistent ordinances; and providing for the effective date thereof. No action was taken at this time.
The Council discussed the acceptance of a Bid for Replacement of Section of the 24” Water Transmission Line.
City Manager Mitch Grant stated, “The eight received bids were opened today at 10:00 a.m. The city is to receive $1.4 Million in COVID money. The lowest bid was $1,463,220.00.”
The motion to approve the lowest bid for Garney Construction was made by Mayor pro tempore Rucker and seconded by Council Member Holmes. The motion carried.
The Council discussed additional costs for concrete work at the new Aquatic Center and the motion to approve the additional costs for concrete work was made by Mayor pro tempore Rucker and seconded by Council Member Holmes. The motion carried.
Next, they discussed bid for sale of unused building at the Municipal Landfill. Grant explained, “there was one bid received for $250.00.”
The motion to approve the $250.00 bid was made by Council Member Saenz and seconded by Mayor pro tempore Rucker. The motion carried.
The Council discussed an Ordinance Of The City of Littlefield, Texas, Adopting Amendment No. 1 To The Original Budget Of The City of Littlefield, Texas, For The Fiscal Year 2021-2022, Funding Accounts In Budget Due To Unforeseen Situations; Containing Findings; Providing For Severability; And Providing Other Details Relating To The Subject; for Salary Increase for City Manager.
The motion to approve the ordinance was made by Council Member Holmes and seconded by Mayor pro tempore Rucker. The motion carried.
The Council discussed an application for a Generator Grant through the Texas Department of Emergency Management and the motion to approve the application with a maximum of $25,000 match was made by Mayor Turpen and seconded by Mayor pro tempore Rucker. The motion carried.
The Council under Texas Government Code, section 551.071 (Consultation with Attorney) went into executive session at 6:54 p.m. and they reconvened in regular session at 7:26 p.m. No action was taken.
The meeting was adjourned by Mayor Turpen at 7:27 p.m.
