(LITTLEFIELD) Feb. 26, 2021 — The City of Littlefield, Texas announces the sale of the Texas Civil Commitment Center—Bill Clayton Facility (”Center") to Management and Training Corporation (”MTC"). MTC has leased the Center from the City since March 2019.
The Center was originally built in 2000 through long-term public financing. The City completed payment for the Center in 2020 (last year).
“Selling the Center brings many economic benefits to the City and Lamb County,” said City Manager Mitch Grant.
As part of the transaction, MTC agreed to expand the Center’s physical capacity and increase the number of employees from the current 115 employees, which is expected to increase up to 220 over the next 18 years.
During this time, MTC estimates that the average economic benefit to the community will be $10,000,000 annually, which includes payroll, ad valorem taxes, sales taxes, and utilities.
Another positive from the sale of the Center is that MTC will pay advalorem property taxes to Lamb County and Littlefield Independent School District.
Littlefield Mayor Eric Turpen noted that “protecting the current jobs at the Center, while increasing the County and School tax base, were important considerations in the City Council’s decision to approve the sale of the property.” Turpen also noted that MTC had been good to work with over the past years and is motivated to continue operating the Center in a manner that benefitted MTC and the community.
The City accepted MTC’s proposal of $6,000,000.00 for the Center, and the parties expect to close the transaction within 45 days.
MTC agreed to be responsible for arranging surveys, title insurance, other inspections of the premises, and payment of all other closing costs, without further expense to the City.
