September 29, 2020 is the 69th anniversary of the confirmation election creating the High Plains Underground Water Conservation District and selecting its first five directors.

Senate Bill 30 ratified, confirmed, and validated the “designation of Subdivision No. One of the Underground Water Reservoir, High Plains Area, Ogallala Formation, South of Canadian River in Texas” and “the creation and establishment of High Plains Underground Water Conservation District No. 1.” The legislation also provided for the “conservation, preservation, protection and recharging, and the prevention of waste of underground water within said District...”

The 1951 Board of Directors included E.C. Hatton of Lubbock, Precinct One Director; A. C. Chesher of Littlefield, Precinct Two Director; Jesse M. Osborn of Muleshoe, Precinct Three Director; Tom McFarland of Hereford, Precinct Four Director; and Tom Bostic of Plainview, Precinct Five Director. Mr. McFarland was Board President, Mr. Chesher was Vice-President, and Mr. Osborn was Secretary.

Our thanks to those who are currently serving as District Directors and County Advisory Committee members. We also take this time to remember those who have served in these positions. It is through their leadership and guidance that has allowed HPWD to “provide for orderly development and wise use of our own water.”
