Commissioners hold business meeting Wednesday

The Commissioners of Lamb County held their regular meeting on Wednesday, Nov. 24 th to discuss a 10-item agenda.

Lamb County Judge Mike DeLoach called the meeting to order and gave the invocation and led the United States Pledge of Allegiance as well as the Texas Pledge of Allegiance.

There was no one present for public comment and there were no changes to the minutes from the previous meetings on Nov. 8 th and a special meeting on Nov 10 th .

There were no line-item transfers or budget amendments and Gina Jones requested that the Commissioners approve bills in the amount of $668,797.38.

Jerry Yarbrough requested that the commissioners approve two payrolls: the first was for Lamb County payroll ending Nov. 5, 2021, in the amount of $157,415.89 and for Lamb Healthcare Center payroll ending Nov. 6, 2021 in the amount of $172,714.36. She also requested the commissioners approve payroll for Lamb County ending Nov. 19, 2021, in the amount of $150,083.81 and for LHC payroll ending Nov 20, 2021, in the amount of $172.041.05.

The Commissioners looked over the Departmental reports and the last consent agenda item was to approve and take appropriate action on Carrie Barden and Kim Clardy to attend CADCA National Leadership Forum in National Harbor, MD from Jan. 30, 2021 to Feb. 4, 2022. It will be funded by the LEAF Grant funds.

“I require anybody going out of state to get commissioners court approval, which is why that is on the consent agenda items,” Judge DeLoach said.

The motion to approve the consent agenda items was made by Commissioner Cory DeBerry and seconded by Commissioner Lee Logan. The motion carried.

Lamb Healthcare Center CEO Cindy Klein discussed LHC’s operations.

The next item to discuss was sealed bids on vehicles for the Lamb County Sherriff’s Office one bid is for a 2021 Chevy Silverado from John Roley’s AutoCenter.

Judge DeLoach read the enclosed bid sheet to the commissioners, saying, “The unit is currently on hold and waiting for a chip, but should be delivered to the dealership in the near future. The price for this unit to the Lamb County Sheriff’s Dept. will be $38,012 with no trade in.”

Sheriff Gary Maddox stated that this truck is similar to what they are using now.

The other bid was for a 2022 Chevy Express cargo van.

Judge DeLoach red the bid sheet to the commissioners, saying, “This bid is subject to availability of the van being produced by GM and can’t be guaranteed to be built or delivered due to supply shortages at this time. If we are the winning bid the price for this unit to the Lamb County Sheriff’s Dept. will be $38,090 with no trade in.”

Sheriff Maddox added, “From what I’m hearing, we may or may not get this van. There is no guarantee one way or another.”

The motion to approve the bids was made by Commissioner Danny Short and seconded by Commissioner Kent Lewis. The motion carried.

The next item was to consider and take appropriate action on the Phone system contract for the Sheriff’s office.

Judge DeLoach stated, “We already approved this, but there were some changes to the contract since the Sheriff’s Office is just not going online with the phone system. There were some issues with the recording system at the Sheriff’s Office, but we’ve got it worked out and in place, but there were a few changes that we had to make.”

The motion to approve the changes to the contract was made by Commissioner Logan and seconded by Commissioner Short. The motion carried.

“Every two or three years, Gina would bring us annexes for our consideration for the Emergency Management Plan,” Judge DeLoach said. “We had the basic plan itself, plus several of the annexes that need to be updated. They have to be updated by the Commissioners Court every so many years. The plan has not changed and the annexes have not changed.”

The motion to approve the Emergency Management Plan was made by Commissioner Lewis and seconded by Commissioner DeBerry. The motion carried.

Commissioner Lewis talked about the Soil Conservation Work in Precinct two, saying that he needs a pit dug. The motion to approve this item was made by Commissioner Lewis and seconded by Commissioner DeBerry. The motion carried.

Judge DeLoach went over future agenda items and the motion to adjourn was made by Commissioner Short and seconded by Commissioner Logan. The motion carried and the meeting was adjourned at 9:55 a.m.
