City Council approves sale of seized property

The governing body of the City of Littlefield, Texas, met at 6:00 p.m. on June 23, 2026, at the City Council Chambers, 525 Phelps Avenue, for the purpose of considering all matters and related incidents to the City of Littlefield.

Mayor Eric Turpen called the meeting to order at 6 p.m., and Council Member Eric Saenz led the invocation before Mayor Turpen led the Pledge of Allegiance. No one spoke during the public comments portion of the meeting, and no new city employees were introduced.

Item six on the agenda was to consider and take necessary action on minutes from the May 26, 2026, meeting. Council Member Jason Ayala made the motion to approve the minutes, and it was seconded by Council Member Eric Saenz. The motion passed unanimously.

The next order of business was to consider and take necessary action on Monthly Departmental Reports, which included: Police Department; Fire Department; EMS; Code Enforcement; Animal Control, Landfill, Water/Wastewater; Streets and Parks; Municipal Court; Monthly Financial Reports; Sales Tax Collection; Property Tax Collection Reports; Quarterly Financial Report; LEDC B Minutes, if boards met. Council Member Jason Ayala made the motion to approve the monthly reports, which was seconded by Council Member Eric Saenz. The motion passed unanimously.

Item eight on the agenda was to consider and approve May 2026 expenses. Council Member Jason Ayala made the motion to approve the May 2026 expenses, and it was seconded by Council Member Eric Saenz. The motion passed unanimously.

Next on the agenda was the consideration and approval of the appointment of the Mayor Pro Tempore. Mayor Eric Turpen explained that the appointment is made annually, and Council Member Jason Ayala nominated Kenny Rucker to continue serving as Mayor Pro Tempore, with Council Member Eric Saenz seconding the motion. The motion passed unanimously.

The next item on the agenda was a Public Hearing regarding the submission of an application to the Texas Parks and Wildlife Department for a 2027 Local Parks Fund Grant. After Mayor Turpen opened the Public Hearing, City Manager Ray Resendez explained that the hearing was a required part of the grant application process. There were no public comments, and Mayor Turpen closed the Public Hearing to reconvene the regular meeting.

Item 11 on the agenda was to consider and take necessary action on Resolution 2026-0623-1 authorizing the City of Littlefield to participate in the Texas Parks and Wildlife Department Local Park Grant Program. City Manager Ray Resendez informed the council that the resolution authorizes participation in the grant program. Council Member Jason Ayala made the motion to approve the resolution, and was then seconded by Council Member Eric Saenz. The motion passed unanimously.

Item 12 on the agenda was to consider and take necessary action on Resolution 2026-0623-2 designating certain officials as being responsible for, acting for, and on behalf of the applicant in dealing with the Texas Parks and Wildlife Department. City Manager Ray Resendez explained that the resolution designates the City Manager as the authorized representative for the grant application. Following this, Council Member Jason Ayala made a motion to approve the resolution, which was seconded by Council Member Eric Saenz. The motion passed unanimously.

Item 13 on the agenda was to consider and take necessary action on engineering bids for the Texas Parks and Wildlife Department grant project. City Manager Ray Resendez informed the council that a committee of three, and councilman Eric Saenz, reviewed engineering proposals. Council Member Eric Saenz presented the committee’s recommendation to select Jacob & Martin based on qualifications, references, project experience, and local availability. Mayor Eric Turpen made the motion to approve Jacob & Martin, with Council Member Eric Saenz seconding the motion. The motion passed unanimously.

Item 14 on the agenda was to consider and take necessary action on a bid for tax seizure for property R19096 Lot One (1), Block Two (2), Griffin Addition to the City of Littlefield, Lamb County, Texas. Code Enforcement Officer Maribel Fisher presented the bid for the tax foreclosure property. The proposed purchasers, current Littlefield residents, submitted a bid of $1,600.00 and plan to place a manufactured home on the lot. The proposed use complies with zoning regulations, and the previous structure has been demolished. Mayor Eric Turpen made the motion to approve the sale, and Council Member Eric Saenz seconded it. The motion passed unanimously.

Item 15 on the agenda was to consider and take necessary action on EMS interlocal agreements with Hockley County and the City of Anton. EMS Director Kami Jones explained that the agreements reflected annual adjustments based on EMS service calls from the previous year. Mayor Eric Turpen then made a motion to approve the agreements, which was seconded by Council Member Jason Ayala. The motion passed unanimously.

The next item on the agenda was to consider and take necessary action on a defensive driving training policy. City Manager Ray Resendez informed the council that the city is implementing additional employee safety training, including a defensive driving program for employees operating city vehicles. According to the released Meeting Minutes, the program is intended to reduce preventable accidents and improve employee safety, and no action was required. With no further business to discuss, the meeting was adjourned.
