Type ‘A’ LEDC Board holds business meeting

The Littlefield Economic Development Corporation Type A met at 12 noon Monday, May 3, 2021 at the Chamber of Commerce Office, 601 E. 4th Street, to consider matters and related incidents to the City of Littlefield.

Board Members present were: Joel Griffith, President; Lori Zinn, Vice President; Gary Jones, Treasurer; Bryan Gregory and Graham Henley. Others attending were Mayor Eric Turpen, City Manager Mitch Grant, and City Secretary Janine Butler.

President Joel Griffith called the meeting to order at 12:07 p.m.

Bryan Gregory led the invocation, and the Pledge of Allegiance was led by Gary Jones.

No one requested to make Public Comments on any of the Agenda Items

Minutes

Gary Jones made the motion and Lori Zinn seconded the motion, to approve the minutes of the Jan. 29, 2021 meeting, and the motion passed unanimously. Financial Report

Treasurer Gary Jones presented the financial report. Lori Zinn made the motion and Bryan Gregory seconded the motion to approve the financial report, and the motion passed unanimously.

Directors’ Reports.

Executive Director Justin Balderas presented information on the 87 th legislative updates regarding Economic Development. He attended LEDC Leadership Summit where he was the winner of the 40 under 40 award.

Representatives from Rep. Arrington’s office, The High Ground of Texas, Office of the Governor’s Economic Development, and Texas Department of Agriculture have been in contact and in the community for various economic development interests. Community Leaders met again after months of COVID-19 restrictions.

Continental Dairy has been busy with HEB and video.

Justin also suggested a discussion regarding paying rent to the Chamber of Commerce for the use of that building.

Gary Jones made the motion to put that item on the agenda for next meeting. Graham Henley made the second motion. The motion passed unanimously.

Then, Bryan Gregory made the motion and Gary Jones seconded the motion to approve the Director’s report, and the motion passed unanimously

After some discussion, Gary Jones made the motion and Lori Zinn seconded the motion to approve $534,620.00 for 2 new municipal water wells, and the motion passed unanimously.

Airport Maintenance

The board discussed the new costs of Routine Airport Maintenance Program (RAMP) Grant.

City Manager Mitch Grant explained the requested PAPI LED Conversion, hose reel and hose, and new glass for the terminal have been completed. The monument signs are still being planned.

The 50% grant with TxDOT would amount to $35,841.80. The motion to approve was made by Graham Henley, and seconded by Lori Zinn. The motion passed unanimously.

After some discussion of proposed T-hangar facilities at the airport and various options, the motion to approve $80,000.00 for engineering of 14 hangar structures was made by Bryan Gregory, and seconded
