Sudan City Council sets Thursday meeting

A regular meeting of the governing board of the City of Sudan will be conducted at 6 p.m. Thursday, Sept. 10, 2020, in the Sudan Community Center, 107 East First Avenue in Sudan, when they will be considering a 26-item agenda.

1. Invocation.

2. Pledge of Allegiance

3. Approval of prior minutes.

4. Public input and comments

5. Departmental Reports: the 12 departments of the City of Sudan will have reports for consideration.

OLD BUSINESS:

6. Review of the Declaration of Disaster issued by the Mayor on April 3, 2020, renewed and continued by the City Council on April 9, 2020, May 14, 2020, June 11, 2020, July 9, 2020 and August 14, and consider continuation, modifications, or cancelation.

7. Discuss expiring Xcel Energy / SPS Franchise Agreemenet and consider new agreement proposed by Xcel / SPS and any modifications.

NEW BUSINESS:

8. Consider proposal from Sudan Economoic Development Corp., Inc., regarding the substandard building(s) on Lots 8-9, Block 20 OT, Lamb County, Texas to begin condemnation proceedings and demolition.

9. Consider proposal from Sudan Baseball Assoc., regarding use of city property for construction of a baseball field.

10. Consider termination and/or revision of Farm Contract with Greg Harper for the City’s Farm of 168 Acres of Labor 9, League 224, Collingsworth County School Land, Lamb County Texas.

11. Review of the Amusement Permit isssued July 9, 2020, for a Harvest Festival on Oct. 3, 2020, and consider revocation or continuance.

12. Consider contract with Webb, Webb, and Wright, Certified Public Accountants.

13. Consider Resolution for a Negotiated Settlement with Atmos Energy Corp., regarding the 2020 Rate Review Mechanism filing.

14. Consider Amendment to Ordinance setting water, sewer, and garbage rates and other related fees.

15. Consider Amendment to Ordinance setting fees and services charged in association with the Sudan Cemetery.

16. Consider Amendment to Ordinance for Animal Control, establishing guidelines, restrictions, fees, and providing penalties for violations.

17. Consider increase in Daily Rental Fee for Sudan Community Center.

18. Consider Options regarding water usage by Farmer’s Cooperative Compress.

19. Consider Options for expending funds from the Coronavirus Relief Fund.

20. Consider adjustment to the 2019-2020 Budget.

21. Consider closing and/or abandoning a portion of McCarty Street, East Fifth Avenue, and/or Temple Street right-of-way.

22. Consider proposal to sell a portion of McCarty Street, East Fifth Avenue, and/or Temple Street right-of-way closed and and/or abandoned.

23. Annual designation of Official Newspaper for City Publications.

24. Sudan Economic Development Corp., Inc. activities: Conduct Resolution in support and second reading, Donna Smith dba Shelby’s Bridge.
