HWD County Advisory Committee Members

Since the early days of the High Plains Water District (HPWD), County Advisory Committees have played a vital role in connecting local communities with the Board of Directors. These committees serve as grassroots liaisons, ensuring that the voices and concerns of residents across each county are heard and considered in groundwater management decisions.

At the most recent County Advisory Committee meeting on April 8, 2025, members provided valuable feedback on various topics, including HPWD rules, conservation initiatives, and district programs. Their input continues to shape the district’s efforts to manage and protect groundwater resources.

The current County Advisory Committee Policy is: High Plains Water District County Advisory Committee Policy (Adopted 9-26-14 and Amended 11-8-22) Each county in the District shall have a County Advisory Committee (CAC). A good faith effort shall be made to have a minimum of one member on each CAC. No CAC shall exceed ten members.

Committee members shall be nominated by the HPWD Precinct District Director that the member is represented by and adopted by the full board at a regularly scheduled meeting. 

Qualifications to Serve As a County Advisory Committee Member

County Advisory Committee members shall reside within the District.

County Advisory Committee members shall reside within the county, or own or lease property within the county they serve in.

Service Terms and Requirements of a County Advisory Committee Member

County Advisory Committee members shall serve a one-year term. Members may be re-appointed.

County Advisory Committee members are encouraged to attend a minimum of one regularly scheduled Board meeting each calendar year.

A County Advisory Committee member may be removed from service by a majority vote of the County Advisory Committee, or by the HPWD board.

Duties and Responsibilities of a County Advisory Committee Member

County Advisory Committee Members shall: Advise the HPWD Board of Directors on rules and policy matters of the District.

Make recommendations to the HPWD Board of Directors relating to programs and activities of the District.

Serve as a liaison between local residents of the District and the HPWD Board of Directors.
