Commissioners meet in its new courthouse room

Lamb County Commissioners Court met Monday morning, May 24, at 10 a.m. in their new meeting room, upstairs in the Lamb County Courthouse.

They took care of 13 items on the agenda, which includes the seven Consent Agenda items.

Lamb County Judge James M. DeLoach called the meeting to order at 10 a.m., when he offered the invocation and led the pledges to the U.S. and Texas flags. He invited anyone who wished,

He invited anyone who wished, to make a public comment about any of the agenda items. There was no one who wanted to make a comment.

Consent Agenda items

a) Minutes from the May 10 and May 18 previous meetings were considered for approval.

b) There were no budget and salary amendments and/or lineitem transfers to be made.

c) Bills presented by the County Auditor included: $118,264.99 for Lamb County; and $569,074.62 for Lamb Healthcare Center., for a total of $687,339.61 of bills to be paid.

d) Jerry Yarbrough, Lamb County Treasurer, presented the Payroll Payables.

The Lamb County Payroll, ending May 7, 2021 was $146,475.30; while the Lamb Healthcare Center’s Payroll ending May 8, 2021, was $167,887.45.

e) The departmental reports that were received were considered for approval.

f) Commissioners considered a request for an application for unclaimed property capital credits. That funding was formerly used for local libraries for minorities, but local government must request to receive the unclaimed capital credits.

g) Donations for the Lamb County Library for the Summer Readintg Program, from HEB, in amounts of $500 and $100 gift cards,were considered for approval.

All of the Consent Agenda items were approved in one vote of approval.

4. Discussion of Lamb Healthcare Center operations.

Cindy Klein, Chief Executive Officer of Lamb Healthcare Center, presented the Commissioners Court the minutes of the May 18, joint meeting of the Commissioners and the Hospital’s Board of Managers.

She advised the commissioners she was ill and didn’t get a report of the financials together, but will be providing the financials for April and May.

Judge DeLoach told Cindy that the Managers need to “Think long and hard on keeping the left-over money, because it needs to be used to keep the doors open (operate the hospital).

5. Future agenda items

Lamb County Treasurer Jerry Yarbrough explained to the commissioners, that the county’s insurance for employees is going up with TAC (Texas Association of Counties).

“The county has had a few claims this year,” she noted.

Toni Montes, advised the commissioners that each employer must ensure that all persons designated to supervise CDL drivers, receive at least 60 minutes of training on alcohol misuse and receive at least an additional 60 minutes of training on controlled substances use.

The training will be used by the supervisors to determine whether reasonable suspicion exists to require a driver to undergo testing under Section 382.307.

The trainining will include the physical, behavioural, speech, and performance indicators of probable alcohol misuse and use of controlled substances.

A training session will be conducted Tuesday, June 22, 2021 from 7:30 to 9:30 in the Lamb County Commissioner’s Courtroom.
