A full court was present for the regular meeting of the Lamb County Commissioners Monday morning, May 10, 2021, when they considered an 11-item business agenda.
That included the seven consent agenda items, which require no deliberation by the court, and are considered in one vote of action.
AGENDA:
Lamb County Judge James M. DeLoach, called the meeting to order, and called for anyone who wanted to make a public comment about any of the agenda items.
There was no one who made a comment.
CONSENT AGENDA ITEMS
a). Minutes of the April 26 meeting, were approved with all the other consent agenda items. b). There were no budget and
b). There were no budget and salary amendment and/or line-item transfers to be made.
c). Bills presented by the County Auditor were: $171,619.72 for Lamb County, and a total of $924,905.22 for Lamb Healthcare Center.
d). Payrolls payable that were presented by the Lamb County Treasurer were: $140,663.10 for Lamb County payroll ending April 23, 2021; and $177,534,80 for Lamb Healthcare Center payroll ending April 24. e). The departmental reports

f). Out-of-state-travel for Lamb County’s Chief Probatiion Officer Carrie Barden to attend West Texas Chief’s Conference in Ruidoso, N.M., June 6 thru 9, 2021.
It was explained that it is much cheaper to attend the conference in New Mexico.
g). Lamb County Treasurer Jerry Yarbrough presented a report on the First Quarter of 2021, for the second quarter of the 2020- 2021 Budget Year.
She ended her report with: “The total cash and other assets on hand amount to $14,844,789.71.
The motion was made by Cory DeBerry, Precinct 1, and seconded by Lee Logan, Precinct 4, to approve the Consent Agenda Items, which were approved unanimously.
Lending Reimbursement
Commissioners approved the Lending Reimbursement Program for the Olton Library. Its purpose is to help with the shipping cost of transfering materials from one library to another.
Cory DeBerry made the motion which was seconded by Danny Short, to approve the Lending Re-embursement Program for the Olton Library. The motion passed unanimously.
Burn Ban
Commissioners took no action to put the burn ban back into effect, so there still is no burn ban in Lamb County. Soil ConservationWork, Pct 4
Commissioners approved dirt work to be done in Precinct 4, where a pit is to be dug.
Appointment of LHC Managers
Commissioners voted to appoint Johnny Rosemond to fill the unexpired term of Gayle Gonzales, on the Lamb Healthcare Center’s Board of Managers. They also re-appointed the some of the current managers whose terms were expiring: Tony Barton, Evan Maxwell, and David R. Smith.
Elevator Refurbishing
Commissioners unanimously approved the bid of $73,281.56, plus any sales tax applicable, that was submitted by TK Elevator Assn., to rebuild the courthouse elevator in its current location. Technology Grant, for Indigent Defense
Commissioners voted to apply for the Technology Grant for Indigent Defense in court cases.
It was reported that there are more than 40 civil cases from the Texas Civil Commitment Center, but only one has been reviewed in higher courts, but returned to the Lamb County Judge.
Pct. 3 Justice of Peace Tim Walker and Lamb County Judge James DeLoach are working on a plan.
LHC Chief Executive officer
Cindy Klein, CEO of the Lamb Healthcare Board of Managers, presented a report to commissioners on several aspects dealing with the hospital and the COVID virus.
She began: “Management is doing better than we ever have.”
She gave a long list of how the Covid relief funding has been spent. “We feel that everything that has been done, has been proper,” according to the funding rules and regulations.
Among the items purchased with grant money include monitors, supplies, equipment, beds and mats, a portable X-Ray machine, and an update of the Urology Room.
She noted that the hospital’s deadline to use the funding is June 30, and so far, a total of $3,759,540 has been spent. There is $4,614,644 remaining to be used for COVID-related projects.
