City Council holds meeting Tuesday

The governing body of the City of Littlefield, Tx met at 6 p.m. on Tuesday, April 26th , at the City Council Chambers, 525 Phelps Avenue, for the purpose of considering all matters and related incidents to the City of Littlefield.

Mayor Eric Turpen called the meeting to order at 6:05 p.m and Mayor Pro tempore Kenny Rucker led the Invocation, followed by the Pledge of Allegiance to the American Flag, which was led by Mayor Turpen.

No one requested to comment during the public comments of All Agenda Items.

Jose Delacruz was introduced as the Aquatic Director.

The City Council looked over the minutes from the March 22 nd Meeting and the motion to approve the minutes was made by Mayor pro tempore Rucker and seconded by Council Member Michael Rangel. The motion passed unanimously.

The City Council heard Departmental Reports for the Police Dept.; Fire Dept.; EMS; Code Enforcement; Animal Control; Landfill; Water/Wastewater; Streets and Parks; Municipal Court; Monthly Financial Reports; Sales Tax Collection; Property Tax Collection reports; LEDC A and B minutes, if Boards met.

The motion to approve the monthly reports was made by Council Member Rangel and seconded by Mayor pro tempore Rucker. The motion passed unanimously.

The City Council went over March Expenses and the motion to approve the March expenses was made by Council Member Rangel and seconded by Mayor pro tempore Rucker. The motion passed unanimously.

The City Council considered and approved All Ways Towing Expenses. The motion to approve the All Ways Towing expense was made by Mayor pro tempore Rucker and seconded by Council Member Rangel. The motion passed unanimously.

Council Member Buddy Holmes was not present.

The City Council conducted a Public Hearing Regarding State & Local Fiscal Recovery Funds (SLFRF).

Mayor Eric Turpen closed the regular session and opened a Public Hearing at 6:13 p.m. No one requested to speak. Mayor Turpen closed the public hearing and reopened the regular session at 6:13 p.m.

The City Council went over the Interlocal Agreement with SPAG for Grant Administration for SLFRF Grant Administration and Reporting.

The motion to approve the Interlocal Agreement with SPAG for SLFRF was made by Mayor pro tempore Rucker and seconded by Council Member Rangel.

The motion passed unanimously. The City Council had a Presentation of 40 Year Longevity Award by Jeff Teel, Texas Municipal League Health Benefit Pool Account Executive.

Jeff Teel with Texas Municipal League Health Benefit Pool presented the 40 Year Longevity Award.

The City Council heard a Presentation of the Annual Financial Report from Bolinger, Segars, Gilbert & Moss LLP for 2020-2021. Tyler Canady presented the 2020- 2021 Annual Financial Report to City Council. Council Member Rangel made the motion to approve the financial report and it was seconded by Mayor pro tempore Kenny Rucker. The second motion passed unanimously.

The City Council considered and reappointed Bolinger, Segars, Gilbert & Moss LLP for Annual City Audit.

The motion to approve the reappointment of Bolinger, Segars, Gilbert & Moss LLP was made by Mayor pro tempore Rucker and seconded by Council Member Rangel. The motion passed unanimously.

The City Council approved acceptance of property donation from Brad Duncan at 1021 W. Waylon Jennings (PARKER SUBDIVISION (O/O WESTSIDE ADDN BLK 21), BLOCK 21, LOT 16 & E/2 LOT 17).

Mayor Turpen made the motion to accept the building, pay the taxes and tear it down due to youth criminal activities and it was seconded by Council Member Rangel. The motion passed unanimously.

They also considered and approved the acceptance of property donation from Ann Berlin near the North East corner of S. Seldon and E 11th (LOT 3, BLOCK 3 COLLEGE HEIGHTS).

Mayor pro tempore Rucker made the motion to accept the donation of this property and it was seconded by Council Member Rangel made the second motion. The motion passed unanimously.

The City Council considered and approved the Annual Financial Assurance as required by the TCEQ for Municipal Landfill and Authorize City Manager and Treasurer Signatures.

Mayor Turpen made the motion to approve the annual financial assurance and authorize City Manager and Treasurer signatures and it was seconded by Council Member Rangel. The motion passed unanimously.

The City Council condidered a Change Order Number 1 for 24” Water Line Replacement Project.

Mayor Turpen made the motion to approve the Change Order No. 1 for 24” Water Line Replacement Project and the motion was seconded by Mayor pro tempore Rucker. The motion passed unanimously.

A RESOLUTION AMENDING RESOLUTION 2022-0125-2 ORDERING THE MAY 7, 2022 GENERAL CITY ELECTION; APPOINTING REPLACEMENT ELECTION JUDGE, PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

Council Member Rangel made the motion to approve the resolution and it was seconded by Mayor pro tempore Rucker. The motion passed unanimously.

The City Council Convened into executive session in accordance with Tex. Gov’t Code §551.087 regarding economic development negotiations to deliberate the offer of a financial or other incentive to a business prospect.

Mayor Turpen closed the regular session and convened into executive session at 7:01p.m. Mayor Turpen closed the executive session and reentered the regular session at 7:10 p.m. No action was taken.

The City council reconvened into open session to act, if necessary, regarding matters discussed in Executive Session.

Mayor Turpen’s motion was no objection to Littlefield Economic Development Corp.’s plans and it was seconded by Mayor pro tempore Rucker. The motion passed unanimously.

The City Council considered an Interlocal Agreement with SPAG for application to the Texas Parks and Wildlife Department for a New Grant for Development of Playa Lake as Recreation Area.

Council Member Rangel made the motion to approve the application for grant for development of playa lakes in park as recreation area and it was seconded by Mayor pro tempore Rucker. The motion passed unanimously.

The City Council considered Direction Regarding USDA Grants for Police Vehicles and Equipment. Mayor Turpen authorized City Manager Mitch Grant to work with Chief Hester and get one vehicle, two if available, if not work with ticket writer program.

Mayor Turpen adjourned the meeting at 7:26 p.m.
