House Bill 43: Applications for Agricultural Businesses Expected to Open February 15

Gins and Other Agricultural Businesses Have One Month to Apply for the AgLink Grant as the Application Deadline is Set for March 15

The AgLink Continuity Grant (AGL) supports the critical agriculture businesses that serve as the vital connection between Texas producers and the markets they depend on. When natural disasters such as drought, wildfire, flood, or freeze strike, these operations often experience drastic reductions in raw materials delivered for processing or marketing, leading to severe financial strain.

Unlike agricultural producers, many of these facilities do not qualify for crop insurance or traditional disaster assistance. Yet their ability to continue operating is essential for producers to market, process, and sell their commodities.

ALG may provide grant funding needed to stabilize operations, preserve jobs, and ensure continuity of services during periods of disaster- related revenue loss.

Who Qualifies?

Texas agricultural facilities that provide essential services linking raw commodities to markets, including cotton gins, grain elevators, grain warehouses, rice driers, and similar first-handler operations.

Program Purpose

• Prevent facility closures caused by disaster-driven revenue loss

• Preserve essential market access for Texas producers

• Maintain continuity of agricultural supply chains

• Support long-term economic recovery across rural Texas Examples of Eligible Uses

• Working capital to maintain operations

• Payroll and employee retention

• Essential operating expenses required to sustain services until commodity volumes return to normal

• Equipment upgrades

Why AGL Matters

If these facilities shut down — even temporarily — Texas producers lose local, affordable access to marketing and processing services. The AgLink Continuity Grant ensures these businesses remain open, resilient, and ready to serve producers when they need them most.

Important Information

• Application availability is estimated to begin February 2026.

• Grant awards may not exceed $500,000.

• Competitive evaluation and selection process.

• Grant recipients will be required to complete ongoing reporting requirements, submit payment request for reimbursement, and be responsive to TDA inquiries.

Plains Cotton Growers will continue to send House Bill 43 updates as acquired. The producer segment of the grant program is expected to roll out at a later date.
