Commissioners discuss budgets, rescind burn ban

The County Commissioners Court held a regular meeting on Monday, Aug. 22, 2022 at 9 a.m. at the Lamb County Courthouse.

Judge James DeLoach gave the invocation, led the Texas and United States pledges, and called the meeting to order at 9:06 a.m.

No one spoke for public comment.

The Consent Agenda Items are as follows: Consider and take appropriate action on the minutes from the previous meeting, which took place on Monday, Aug. 15, 2022; Consider and take appropriate action on budget and salary amendments and/or line item transfers, which there were none; Consider and take appropriate action on bills presented by the County Auditor, Gina Jones; Consider and take appropriate action on payroll, presented by Terra Hopper; the Lamb County Payroll ending Friday, Aug. 12, 2022, was in the amount of $151,997.73. the Lamb Healthcare Center Payroll ending on Saturday, Aug. 13, 2022, was in the amount of $181,350.03.

Consider and take appropriate action on departmental reporters.

A motion was made by Commissioner Danny Short to approve the consent agenda items. The motion was seconded by Commissioner Lee Logan. The motion carried.

Item number four on the agenda was to consider and take appropriate action on Interlocal Agreement with the Regional Public Defender for Capital Cases. A motion was made by Commissioner Lee Logan to approve the Interlocal Agreement. The motion was seconded by Commissioner Kent Lewis. The motion carried.

The next item on the agenda was to discuss Lamb Healthcare Center operations. Cindy Klein gave a report of Lamb Healthcare budget. The Totals for AR Lamb were $4,222,910. The total revenue was $4,557,205, which was under from last year. The total operating expense was $1,567,753, which was under from last year. The net income/ loss was $3,140,867, due to a decrease in COVID patients and SleepTek revenue.

The Lamb Healthcare Center had a revenue of $137,779 before contractuals. The total expenses were $101,034. LHC had 1,189 office visits and 2,910 total procedures.

Olton RHC had a revenue of $11,743 before contractuals. The total expenses was $17,060. Olton RHC had a total of 114 office visits and 261 procedures.

Item number six on the agenda was to discuss future agenda items. Open bids for the Ag Barn being Thursday, Aug. 25, at 2 p.m., only one Commissioner needs to be present. The Commissioners Court will need to approve the budget on Monday, Aug. 29, at 10 a.m. Judge DeLoach rescinded the burn ban on Monday, Aug. 22, 2022.

The next item on the agenda was the budget work session. The Lamb Healthcare Center requested from the Board, the amount of $1.3 million, which was approved by general consent. The Texas Civil Commitment Part Time Civil Clerk was not approved. The Non Profit groups/ Senior Meals will receive a onetime payment of $1,000 for the cities of Sudan, Amherst, Littlefield, Earth and Olton, which was approved by general consent.

With there being no further business to discuss before the Commissioners Court, a motion was made by Commissioner Danny Short and seconded by Commissioner Lee Logan to adjourn. The motion carried.
